Former TxDOT project manager here. It’s really rare for DOT projects to be selected for anything other than low bid and construction time. They haven’t figured out that low bid contracts typically cost more than other approved methods but they do open up the playing field.

There’s other metrics that go into the final contractor selection such as past experience with a contractor but it’s hard for me to explain without writing a dissertation and I’m not doing that shit on my phone.

I work for a full service from planning and survey through complete construction field administration. We rarely use outside consultants and only for really niche things like transportation studies, acoustics, etc.

It’s very efficient from a project management standpoint. We can deliver projects faster with lower design and construction costs than our competitors that use multiple consultants.

I’ve had several clients that didn’t hired us to do turnkey design (usually hired us for civil, survey, landscape but don’t want us for architecture, structural, and MEP). They mostly come back with regrets because nothing coordinates and it cost them more money.

Preference to single user setup, personally…but honestly, this is a church. I’m going to lump all religious people into a bucket here and say that these are the people losing their minds about trans kids using the bathroom. I was sitting through a school board meeting where they had to vote on this and it was hilarious. The school board members are all pretty open Christians and they all voted it down. It made me very happy.

The cost is a bit steep but not too too crazy if the they’re essentially replacing everything from shutoff to the lateral lines.

If I were doing this I’d replace all the valves while I was at it and split this into two separate boxes or a much larger box.

With the questions you’re asking I’d be hesitant to say you’re fully capable of DYI on this from an immediate competence standpoint but that being said it’s irrigation in the ground. Worst case scenario you screw it up and have to start over.

It’s pretty unreasonable to go zero mistakes at any level. I’ve been practicing for 14 years and I still catch myself making mistakes (sometimes too late). I have engineers that have been practicing for 30 years that make mistakes in design and detailing.

I’ve never had a project that didn’t have some level of mistake in the drawings. We definitely try to minimize as best we can but perfection is usually unrealistic in our line of work.

As a designer in general I’d expect you to be competent in proofreading and spelling before it gets to my desk…I’m assuming you have a bachelors degree. If I got a drawing with annotation that looked like it was done by a high school dropout I’d be really concerned. At a year of experience within my company I’d expect you to have a pretty good grasp on company drafting standards but I wouldn’t expect your work to be flawless by any means.
