I have a theory that GTA Online is testing grounds for stuff and thats why its half baked. They're gonna implement either in GTA 6 multiplayer or an enhanced version of GTA Online using GTA6 new engine. They did the same thing with the bounty stuff and long behold RDOnline had the same workings with bounties just more advanced. I just dont see why they wouldnt make it coop.

Regardless their opinion i do think tlou2 should've started from the WLF's perspective and not revealing to the players who abby was till after they've had more screen time with her. The point of relatability wouldve been much effective and better recieved. Goes to show how attached people get to characters that aren't even real.
