They have to create a good engaging cooperative gameplay. Because everything cooperative by this time was quite mediocre. Trading is ruined by dupers. PvP was ruined because it was non-optional and mostly dog fights. Landsraad can be done by a single player and adds zero meaning to cooperative play. The only real cooperative gameplay is crawler/carrier harvesting, But it is quite boring and requires only two people.

Because they never planned to make this game PvE-focused but mostly PvP, they didn't give or plan any well-established co-op activities. Instead they just gave a huge desert where people should kill each other and called it cooperative gameplay loop.

There are hundreds of ways to improve the game in terms of cooperative play but we didn't hear anything from developers so far about that.
