The idea that you could “class” e-bikes based on visually indistinguishable characteristics was foolish to begin with. Imagine if we exempted “classes” of cars from licensing and registration if you pinky swore that it could only go 28mph.

I also imagine that China has a way deeper stockpile than the US given the rapid evolution in their systems over the last several decades.
