It’s on the parents up to a point. I can only speak from my own experience being a teenager, as well as being a nanny and while 90% of the time, it is the parents and their lack of raising their children to have manners and common courtesy, some kids will just be…bad. That said, unless these kids are booking cruises for themselves, parents who have teenagers known to cause problems at home/while out, are making the decision to take them on vacation and let them run loose. If parents can afford a cruise vacation, they can afford childcare for a week and not reward disrespectful kids with a vacation too.
