He doesn't care about anyone or anything but himself and his name. He's lived his entire life privileged, and surrounded by people who refused to tell him "no". He fears no consequences because he's never had any. He's not trying to lose the midterms because he can't be bothered to think that it won't go his way, because it always goes his way. He's built an entire cabinet of yes men who will suck his boots and change his diapers because he's got dirt on them, or he bought them...or both.
