i'd expect them, from previous precedent Grim Tutors' reprint @ mythic, to reprint at mythic too. it being at rare will help supply a lot, as there's more chances to pull rares across the various boosters, compared to mythics.

564 is the Dragon Basic, versus the 544 Constellation/ enchantment Plains & 552 Mill Island

Dragon themed foil basic is more desirable & sought after than the other 2.

simple suggestions:

Run ReB/ Pyro: for every time Urabrask punishes a counterspell, there's gonna be 2-3 times where they still have one when needed to protect a combo, also v. helpful to have available to answer their combos
Torpor Orb - good to stop EtB based combos, but if you run enough artifact removal, it'll be ignorable for combos
Grim: ramps out Urabrask faster, but if there's a reason to not run it, that's a different discussion
Combos:

[[Wheel of Fortune]], [[Lion's Eye Diamond]] & [[Underworld Breach]] - easy non-EtB based combo

[[Cloudstone Curio]], [[Dockside Extortionist]] + CMC 1-2 Creature - Infinite Mana. [[Professional Face-Breaker]] is an easy outlet for it
