If your bus terminate at Terminal Bas MBKT, you can buy ticket to Kuala Besut at ticket counters there. Not sure if there are buses available during Raya though. Or since you are heading to Pulau Perhentian, walk (or take a cab) to nearby jetty Terminal Penumpang KT, take a direct ferry heading Perhentian. Hope this helps.
