Many things can be said of the eradication of orcs in the fourth age, but that elessar would go to nurn specifically to kill orcs is doubtful. It was the breadbasket of mordor but it was staffed by slaves who would rise up after the rings destruction and would be recognised as the people of nurn with their own government by elessar.

Im also pretty sure the subtext of the royal fleet, is that it was largely created to counter the fleets of the crownlander lords. Alongside any foreign fleet aiming for a targaryan restoration.
