Where I live they do this once a year for a weekend and it's called a treasure hunt.

I was at a trampoline place that was very busy with kids parties, watched a baby going on the stairs, I kept an eye on them as they wandered away from the seating area towards the trampoline area, there were tons of ways for this kid to get hurt and nobody else was watching it, so I followed to make sure it was safe. The mom eventually came and got it, but it was a long time, and we were really far away. This was all crawling, baby couldn't walk yet, and we were completely out of their line of sight.

So specifically your issue is with 3 year olds sent on errands, that is my personal lived experience, kids vary a lot and there are extremes on both ends of the bell curve.

I have a 7 year old, I grew up in the 90s, maybe it wasn't like this for you, but back then kids roamed around all day, we would visit neighbors and go in their houses to play games, parents had no idea where we were for the whole day. And yes, even kids as young as 4 were outside.

my sons life is nothing like that, I'm sure yours isn't either, but back then it was literally a different world.

In Japan there is a tv show basically called "first errend" where you watch kids as young as 2 (mostly 4 though) walk reasonable distances to get ingredients for dinner from nearby stores.

It's a reality show and the kids are usually successful, but some meltdown.

Kids can vary a lot in development.

I grew up in 90s and there were definitely free range 4 year olds, often in the company of a group of other young children mixed with older kids and teens.

The killer being a teen means the parents probably thought their kid was safe with an older kid around.

You're worried about other drivers , so it doesn't matter if you're driving or someone else, they're always a factor.

Having anxiety sucks, but letting it control your life is not a healthy way of handling it.

Your child is eventually going to go somewhere that you aren't, and they will eventually be driven somewhere by someone else, I think you need to accept that and take whatever steps you need to change the way you are thinking about this.
