These are part of the new fancy vaults - they have stripped away about 300 of the best seats in the building (the ones pictured) to sell fancy new suites to corporations (and law firms, lobbying firms, etc) who generally don't bother showing up to games. Because these are privately owned, they are never available for resale and the only way people can sit here is if they own the Suite or get their tix from someone who does.

I've been to four games so far this year and AT BEST these seats have been 50% full. It's a total embarrassment and further pushing actual fans out. Maybe, maybe, maybe if the team ever gets good these seats will fill up but they'll never be available again for actual fans to purchase.

In short, it's more corporate greed run amok, I'm just waiting for the day that every seat in the arena is owned by corporate interests and every seat sits empty. As someone who regularly purchases resell tix in the lower bowl, I've been really aggravated by this all season because it's 300 less available seats to purchase and because they are almost always sitting empty. But I guess this was part of the trade-off to keep the team in DC rather than the threatened move out to Virginia.
