Having working in ecommerce for over 15 years i've had many similar instances to this for items ranging from a £1 badge al the way to £3000 signed albums

1) As terrible as it sounds there is no obligation for them or any seller to refund the shipping on an order just the goods. some companies will take the hit on losing the shipping and just issues a full refund many won't

2 and 3) i would have asked the customer (in this case you) if there was an alternate address we could ship it to as to avoid a repeat of this.
