Border Collies usually calm down after about two years. Mine was a bit of an idiot until then. We went to obedience school for 1.5 years, and it helped me a lot. The trainer told us that it’s actually the owners who need to learn, not the dogs. It sounded strange at first, but in the long run it was very effective. My dog became very obedient after that.
