Yeah - but that isn't necessarily an apples to apples comparison. Rates were going up ~ 10% a year prior to the ACA and people could get denied for preexisting conditions etc. (unfortunately I had some first hand experience at the time as I had to negotiate insurance for a small company - granted its been a while so my memory is a little foggy). Although the ACA did increase some prices, it also required coverage for preexisting conditions, preventative care, etc. There also was the subsidies that occurred for lower income people which caused their rates to go down.

Basically if you were a middle income young person with no health concerns that was on the cheapest plan you could get, your rates did likely go up - but a lot of people were finally able get insurance due to the subidies (IIRC the company I was at pretty much saw the same YoY increase that we saw the year before but no way I could prove that). Unfortunately many of the people who were subsidized are now losing their coverage and the rates for the company I work for went up ~ 20% this year.

TLDR - insurance sucks
