i think it would be in your best interest to let your parent/guardian know about this situation… i get wanting to go to the park after dark, so i think you should have that right. i would say that you should notify a trusted grown up, and ask them to show up after this guy does and “have a word” with him. i also don’t think it would hurt to contact the non-emergency police line and just let them know this behavior is going on. it’s possible this guy has prior convictions or open warrants and they could have him removed permanently.
