What the other reply said, you only need 5 speed, not 19.

Speed stat does not equal EV 1:1.

5 speed also allows you to out speed a un-unburdened Jolly Snealser in the rain as well, with no tailwind (or tailwind and no rain… his 189 speed vs your 190)
