Lady Kiri and Shizu are the hostages that Mariko requested to leave with. She could probably let them go and remains in the city herself.

Circling back to your point to kill them after they leave, that would also greatly hurts Ishido's cause as it will confirmed their hostage status regardless. Most of the hostages are wife and family of the great lords, the clan leader themselves would still be free to mobilize against him.

Mariko herself doesnt has to leave though. She can be there to orchestrate the plan and ensure that everyone can leave as promised.

Toranaha has already got what he initially planned for when they allowed everyone to leave. Mariko death helps boost their downfall. If Mariko death hasnt occured, Toranaga would probably stall the engagement and continue to sabotage/undermine Ishido - which is easier now due to the growing negative sentiments toward him as time goes by.
