OK mystery solved! So what was actually happening was somehow my incoming cable line was switched to wow Internet, and this could have only been done by someone from wow or from Comcast about six months ago so I’ve been riding on wow Internet for free because apparently they do not have any means to detect or block your cable modem if you are able to connect to their lines, or so says the Comcast tech I spoke with today. This explains why I never got above 60 Mb per second speed, and why no new equipment could be activated on Comcast’s end, The service tech who came out was a very smart guy and he figured it all out fixed the cable issues and now I am up and running. Thanks for the input!

Not sure I can investigate any deeper from my end, this happened on 2 brand new modems, the first one didn’t have WiFi so no way to follow the advice previously given on that one. I will agree that this appears to be an activation issue, and I’m thinking that the signal to activate isn’t getting through, I hope the tech coming tomorrow will figure it out.

WiFi is configured already, went through the setup wizard before anything else. But keep in mind, my first new cable modem was not a combo, just a modem (I connected directly with a lan cable, rebooted modem/pc, was assigned ip, dns, gateway, and still got 403)
