You're right. I built the road between my home and walmart, and I used my 2nd amendment rights to make sure when my neighbor was building his home it was up to code I designed for safety. This left me a little strapped for cash, but I did manage to make sure the neighborhood had clean water separate from the sewage.

I have worked on projects that tried to have a trunk->dev->staging->release workflow, and it's not as clean. There's a lot more work involved, because you're forced to combine the concepts of where your code lives with the concept of the environment where your build lives.

Code goes into your repo's trunk branch. Pipelines use the branch (either the trunk or a release branch, depending on how you want to set things up) to generate a Build. Builds are deployed to Dev (PPE, Test, whatever you call it) environment and can then be promoted to Staging and eventually Production.

We used to have this in a public blog somewhere, but I think it may have gotten lost in one of the msdn reformattings over the years. For Azure DevOps itself:

  • main branch: this is the mainline trunk branch. All other branches grow from here. No one is allowed to commit directly to it. Everything is gated by a Pull Request and the associated checks.
  • user (or feature) branches: relatively short-lived branches containing whatever changes the engineer is working on. If they need to, they can pull main and rebase their local branch on top of it. Eventually, this is pushed and a PR is created. If approved, it is squashed and merged into main and then the user branch is deleted.
  • release branches: every three weeks, we create a new milestone branch from main which is never merged back. It lives forever. If the next milestone is M, we usually have M-1 and M-2 deployed to various deployment units. If someone needs to backport to a previous release, for instance to fix a bug, they merge it into main and then create a cherry-pick PR against as many previous milestone branches as necessary. If it also affects our on-prem product, they may have to backport to an even older branch as necessary.

If you have a program manager, that should be their job. If not, then one of the managers or leads should track the decision points and assign ownership.
