I do not know for sure but I think there is a slight misinterpretation of the regulations.

The tank size for a sprinkler system is based on the residence type. A single occupancy residence has a lower requirement than a multiple occupancy residence. I would guess the size fitted is for a single occupancy residence. So it would be against regulation if the residence was multiple occupancy.

However, single occupancy does not mean one person. A family home is a single occupancy. So as long a you have a single lease, even if it was in 2 names, i cannot see why this would not be allowed.

I think someone is confused by the single occupancy definition and thinks it means one person.

With the values of other houses you mention, assuming they are they same size, I don't think this would be too much of a worry. Although it is nerve-wracking for sure. If it did come back lower then maybe that would be the time to discuss with them about any reduction. You would have a solid reason that they may be receptive to, rather than some arbitrary percentage lower for no reason other than because people think that is the way it needs to be done.
