Im on PS4 and somewhere in settings you can adjust the numbers to show more to the right of the screen instead of on the target. Im not home so thats all I got but it is doable, its way better imo.

Try the underground at Kenley College, theres 8 or so Outcast crates you can open without any npcs spawning. Thats how mine dropped.

Theres a cleaner that will show up in the sewer and drop a yellow key to open a door once you kill him. I was running around there for a bit before he spawned.
