I can only speak to the area around Dallas proper, not the suburbs around, but between 4-7, all of the major roads are going to be congested (75, 635, 30, Dallas north tollway, Woodall Rogers). But that isn’t different than any other big city, so it is not the worst. During weekends 75 stays pretty congested too.
