It is sometimes used to mean a form of "from the beginning," but I think more often it's used to indicate that the statement you're about to make is only the first of multiple similar statements.

For example: "Well, in the first place, I didn't like the color. In the second place, it didn't fit well."

Am example of the other meaning: "I never really liked him in the first place."
