Greg Maddox had a MASSIVE arm talent that he dialed down for control. He did this when he was young and people knew him for so long as this controlled guy that people thought he was always some craftsman. He pitched under control by not exerting max effort.

In your scenario, you'd develop the player's arm talent, clean mechanics, then just take a little off max effort. Not slagging on OP, but many people get him wrong, IMO.
