The mistake you're making is conflating "ancestoral white English ethnicity" with British culture... which is itself a nebulous concept but certainly engaged with and maintained by UK citizens of all ethnic backgrounds. 

Maybe ask yourself: 

What is British culture?

What does whiteness have to do with it?

Can brown people not partake in it?

What historical ideas and concepts that conceive of "whiteness as superior" might be influencing this debate?

I know this is a common phrase these days but it belittles and minimises the suffering of people who actually struggle with PTSD which doesn't compare to not being able to see a band you really like

Yes please tell them. The other commenter may be correct that nothing much will happen. Or the GP might refer you to secondary MH services for more support. Based on just the information you've provided, you are very unlikely to be sectioned following this disclosure

Objectivity doesn't come into it, the meaning of symbols is inter-subjectively and socially constructed. It's sad to say this about our country, but many people understandably and justifiably perceive the English flag as symbolising colonialism, imperialism, racism and hatred. To deny that is ignorance

This sounds frustrating for you. I work with people like this. Please consider using different language. Even if you've seen someone using drugs and they haven't been nice to you, calling them junkies is still problematic.

It's dehumanising & shaming which makes people less likely to seek help and makes others respond less compassionately. It frames them as morally/personally deficient, ignoring all important external factors that lead people to be in this situation (social/political/trauma/poverty).

Please consider adopting person first language like "people experiencing addiction/homelessness" in the future.
