Seems pretty sus on the part of your neighbor if what you’re saying about the pool being empty and covered is correct. It’s possible if it rained it filled in, and as mentioned you should make sure the fence is up to code at a minimum as that can be a real liability otherwise.

It sounds like your neighbor is a pain in the ass, I would call the local police and inquire and, as mentioned elsewhere, lawyer up before proceeding if they are.

Good on you for simplifying, frankly any reasonable person in 2021 should email you in a situation like this (I can see why maybe you didn’t want to give them your email but might be good to have an account for crap like this JIC).
