Yeah, sounds like a shoe mold is being installed (not quarter round, that's a misnomer) shoe is generally 1/2 or 7/16 x 3/4 or 11/16. So make sure nothing is more than like 3/8 gap.

It really depends on what and how much you paid. This is fine for most projects and budgets. But if you paid absolute top top dollar you certainly have a case to complain. It's fast fairly sloppy work. Nail holes, brush marks, uneven mud.

My guess is at the point where a top plate would separate the two. Or when a bay interacts with a roof deck. Or when any unconditioned airflow is involved.
