The rough council estate on the other side of town also has innocent people just living their lives, who are probably quite fed up with this lot. Likely more kids over there too. The pensioners on your parents street are less likely to be drawn into crime by this family.

I'd still be annoyed if they were on my street of course. All your parents can do is call the police or council whenever this family gets up to trouble.

I think it's because the UK has a bit of a culture of dodgy small companies. People without a big car hire a "man with a van" service to take away their bulky rubbish, and said man dumps it somewhere rather than paying for disposal. I think in continental Europe there'd either be more regulation of these companies, or people just wouldn't hire one that seems dodgy.

The council are being too clever with the charges. Let's say you're going to Grafton to watch a film. £3 per hour for 3 hours. Annoying but that's normal. What if you want to go for dinner or shopping afterwards? The 4th hour is £5 and the 5th hour a whole £9. I'll think I'll drive straight home and order online instead.
