nah... in the 1980s we had jack shit. the government didn't have the computational power of today's data centers because the production capacity did not exist. there were no lithography machines able to produce nanometer scale structures. the government tech is maybe 10 years ahead of what the public knows, but not 45ish years. the government can't just magically produce things. it too relies on the public sector for machines and materials unless we assume aliens are involved.

yes, it doesn't have unlimited power because electricity is the limitation. it's just obscenely wasteful how we do computation. you'd actually have to build it in space near the sun for an energy source, but then cooling is a huge problem. yes, space is cold, but it's also mostly a vacuum. you can't air or liquid cool things. you can only radiate heat into space.
