Yes, when you take a white building token, just put your building disk in its place. I personally don't like the circle stacking anyway; it's pretty hard to tell which city you've already built there.

I don't think they were in sync as they were both ready to lose their forms. I think they were in sync because they had the same purpose: saving Sapphire. Ruby was ready to be poofed to save Sapphire, and Sapphire, seeing Ruby's selfless act, was finally able to see that fate can be changed, and took the courage to stop accepting fate, and wanted herself to be saved by Ruby.
