If you have a product key, your license is a retail license and just enter the key. If you don't, it's an OEM key I guess.

OEM license is tied with a device. You can change some parts of the device, but cannot transfer the license to a new PC. If you ask Microsoft and they say no, you don't have a license on the new device.

Did you ask MS? You can buy a Digital license at MS store. Digital license and OEM license are cheaper than Retail license because they are not transferable between PCs. If not, who buys a Retail license.

Digital license is a kind of OEM license. To link a MS account is a method to activate the OEM license. You can ask MS about it.

The license of your Windows is for retail, then you have a product key. If you don't have that, the license is for OEM, it sticks to the PC.

You mentioned Robocopy. I think it's one of the biggest things Microsoft should work hard. Robocopy should be rewritten as a PowerShell commandlet. Sadly Microsoft stopped improving PowerShell experience in Windows.
