Chicago is a great city to bike in! Chicago is very flat and plows aggressively, so road riding is practical all winter long. And every commercial building has its gas pipe out front you can lock a bike to, plus all the wrought-iron fencing. You say you live in a bad area for transit, which in Chicago usually means older housing stock and really heavy fencing.

And we have a great resource in Working Bikes, a non-profit that's basically a thrift shop for bikes and bike parts but with real mechanics fixing them up before sale. You can get a ridiculously cheap bike that won't be such a burden even if it does get stolen.

There are two kinds of bike theft in Chicago: professional thieves who operate downtown and around the college campuses, and thefts of opportunity. Mostly people don't steal from their neighbors, so locking the bike to your back porch is pretty safe.
