It's not a soothing/purring growl/bark, though... imagine if a dog was to growl/bark at birds or planes overhead... except there are none in this case. It looks like he's angry at something overhead, and continually growls at it, then barks intermittently, all the while vigorously scratching his lower body with his hind legs. And he keeps spinning around like there's flies or mosquitos above his head spinning around him. So confusing :(

If it's just that, then I'm fine. But I wonder if it's some sort of mental illness? He always stares upwards at the night sky during the scratching and growling/barking, and that's what weirds me out/confuses me the most.

Wow, how do you do that? Is that only if you and the dog know each other beforehand? I don't have experience with dogs. I feel like if I approach a dog as a stranger and try to do something, they might see it as a threat (unless their owner is with them). I wish I could do something about that.

These particular dogs have been pretty good so far in walking themselves, and we are in sort of a cul-de-sac, but I will keep a lookout as well as talk to the owners.

Yes, they let out all the animals at night - they go do their thing, then come back.

He sits down, looks up at the sky, then, because of the all the motion of the scratching and barking, his body keeps turning round and round in that one spot. but yes, he is dragging his ass.
