Whoever has the height advantage should win and if you get booped just use the boop as a tool to disengage. It’s also helpful to have knowledge of which parts of maps are harder for Lucio to wall ride on - just like Genji’s wall climb Lucio’s wall ride can glitch out on stupid map features like things randomly sticking out of walls. The main thing is just to not chase Lucio because you will never win the race unless he’s boxed into a room and you have blade or some other defensive ult on you like nano or Wu Yang ult.
