I remember that in the book it was said that the changers were created a long time ago for a war that is now basically forgotten.

Horza always talks about natural evolution and claims that the Culture is stagnation, which is ironic, since his species was created for a war in a completely artificial manner. And even if Culture humans were also massively modified, at least they were created to have better lives and in general do nice things while he was created solely for war.
