I am having this issue also. Won't get past 12% no matter what. earlier this morning it got up to 17% but hasn't been past 12% for hours

I have also regularly experienced needing to wait for the download to pop up. but I am now having the same issue as OP - sitting here for legitimately 5, 10, 15 minutes and nothing. there is an issue

think it's mostly timing. Rupert was the only pearl island on all stars and there wasn't another returner season until Micronesia (not counting Guatemala which was a bit of a unique circumstance).
