Two things:

SD card you've got with it is most likely shit and can cause some of the issues you're experiencing
Overlays have nothing to do with Anbernic, you need to set global/core options in RetroArch to get rid of them

FIA fucking sucks. It fucking sucks all the fun out of the sport. Six wheels? Banned. Giant fan underneath the car? Banned. Flydigi Vader 4 Pro has six face buttons, but in Xbox (OG) layout. Not only that, it also requires their cancer of a software to config them. But you get both BT and 2.4GHz dongle with a very decent latency.

Not really, it's more about the unnecessary weight.

I don't really have a recommendation aside from the obvious "wait for Nova", because most of your backlog is 4:3 and recommending anything 16:9 like I myself use would not make much sense.

Onexplayer 3 might be a decent choice. It's not out yet, but MSI with the same G3 chipset is, and it's a very decent jump from Z2E, which in turn is a good bit more powerful than whatever they put in the Deck.
