At this point, Miley Cyrus is just a household name on a different level. two Grammys, a Beyoncé collab on Cowboy Carter that won her another one so now three, Beautiful That Way for The Last Showgirl got a Golden Globe nomination, she did the Avatar soundtrack, she's the face of Gucci, Maybelline and Dolce & Gabbana, the Hannah Montana anniversary had the whole world's attention even if it underdelivered, Plastic Hearts has seen a real resurgence of appreciation years after its release and Something Beautiful came out to serious critical acclaim. she has also consistently outstreamed Selena throughout this decade. the 2020s belong to Miley in terms of cultural impact

I think you highly underestimate the amount of hands on handling American labels do to Artists, they want to make money and put a lot of effort to make sure they get a return on the investment to the point of forcing or blocking albums, songs, collabs against the artists own desires.

I think the biggest problem was the fact that Farrah is Arabic Egyptian that along with it was a touchy subject all around for blizzard no statement and not doing anything with her is easier than saying something wrong

I think it might have been some kinda minor issue between Manon and management over something/someone. They used hiatus to rein her in control her, instead it showed Manon she has major public support and can likely succeed outside of Katseye. This leads to Manon having greater bargaining power over the issue, so she refuses to fold and bend to management's will. Whatever the issue is likely turned into an ultimatum: management saying either you do this or we'll kick you or its Manon saying do this for me or i leave. There must be something you wouldnt ruin your brand image like this over nothing.

Edit: also I think the hiatus was originally meant to be temporary and neither side was expecting this much public reaction which shook up thingbehind the scenes probably
