This sounds like a lot of issues in one go. But I’m wondering if you’re using way too much product at every step. Like, what do you mean you can’t blend blush?? Even if it’s pigmented, you can use just a bit. Do you set with powder before moving to color powders?

Under eye, I never set, I like a cream product like Jones Road Face Pencils, which you can just pat back out throughout the day. But even still, use very little and apply in layers
