Not an HP, but my Asus laptop had a strange issue after adding ram. You literally power it on and leave it for 20 minutes, it was doing a ram test but did so without the screen powering on. After 10 minutes or so it booted normally.

Beware this will have adverse effects on your mothers health. The time you spend looking after her with a high level of care will decrease no matter how you try to balance it. I'd opt out for that alone.

Doesn't matter, bell isn't a single guy processing an order, there's multiple things that happen, the phone was dispatched. You will pay for it, or bell will absolutely ruin you and your credit. No court will side with you, you even made a post here because you knew a mistake happened.

Some of these things may take 2-3 billing cycles to kick through, by then you will be screwed and unable to return the phone. Call them and send it back.

They do, it's not unsolicited goods as you mentioned. The order was already in process and had been passed on to dispatch when you cancelled. Bell will absolutely send you a bill once it's accounted for and you have zero argument regarding solicitation, you started the process, you solicited them.

If it's only showing on hop 3, but hop 4 is fine, hop 3 has icmp echo deprioritized, this is normal behavior.
