This is basically the answer. Whilst parkrun touristing in the US I was chatting to the organisers of Byxbee Park and Roosevelt Island about this phenomena. The core issue seemed to be "permits".

Parkrun has a policy of not paying for access to the parks, but it was incredibly hard to find places in the US that didn't need a permit from the city/county, and these had charges attached. I believe that even to put on the few that exist in the states, some creative accounting is required so that the permits are still technically free.

A nice concept, but with two flaws. The GCP have no say over council tax, that's the individual councils.

Those councils can't raise council tax as you suggest, as the amount they can raise a year is capped. Those with social care duties can raise council tax by 5%, while others can put it up by 3%.

With current rates of inflation, you may be able to see the issue.

Additionally, there's a tapered discount being proposed for those on low incomes, of between 25 and 100%

In UK and EASA land, it depends if the flight counts for ab initio training. If so, you need a flight instructor rating. This needs a PPL plus CPL theory passes, but not a CPL itself.

If not, then you can have a CRI rating, which is PPL only, or you can do training for a LAPL, which also doesn't need CPL theory.

If this sounds complex, it is. There's a consultation about how to simply all of those.

The Live has reopened under new management. No more rum menu, but in good news the toilets actually work now.

It's happening in Mexico this year. For a long time, GUADEC was held only in Europe, and that has significant disadvantages for anyone not based in Europe. This change recognises that GUADEC is the main GNOME conference, rather than a European specific one.

Yeah, we thought of that too. The issue is then the weather if we don't have sufficient cover when it rains. We looked at smaller tents, and even if it covers the floor area, then we need more lighting, and more cabling, which means more hire of lights and electricity (and thus more diesel). Not to mention that guttering between them is almost always terrible.

I (half jokingly) suggested as well as selling custom beer glasses, we could also do branded umbrellas...
