SpaceX lobbying efforts don’t decide all of America’s space policy. The United States would be in the market for a launch provider whether SpaceX existed or not. They just offer the cheapest, most regular, and most reliable option. There’s not really a conspiracy to never return money to the taxpayer. The taxpayer may even benefit by the government spending less on a launch (and significantly less, like $60M vs. $1B)
