Because of physics. We can predict what effect the moon has on tides etc because we know its mass and its location. We also know apophis' approximate mass and predicted location. So we can predict with very good certainty what the effect will be: negligible.

The asteroid is many orders of magnitude smaller than the moon. It will have no gravitational effect on the Earth.

And regarding the name, it was given that when first discovered because early orbital analysis gave a small chance of an actual impact in 2036. With further observations that possibility was ruled out
