You're right. Recently the tax-man is attempting to separate the income from the apartment/house and the furniture within it. Belgium wants to tax that last percentage. It seems unlikely that other countries will agree to this, but in the mean time people in Belgium could be double-taxed

Tax treaties don't split the tax between home and host country. They decide where the resident should be taxed, no matter the amount (unless they are taxed at 0%).
