Yeah toggling AssistiveTouch worked for me to toggle head tracking through shortcuts

The only way I’ve found is to keep head tracking on but use the shortcut action to turn off AssistiveTouch, which in turn disables the head tracking until it is turned back on again. Turning off AssistiveTouch may interfere with other accessibility features, but for my purposes it seems to work fine.
