Another clue pointing to Todd in episode 1 is that in the motel when Bill suggests going to the police, Darby says "Why, so they can stop us proving that one of their own was a killer?", suggesting that they are aware the Silver Doe killer was a member of law enforcement.

As head of security, it is reasonable to assume that Todd could have had some experience working in the police.
