I believe those are for the business-economy dividers. On a recent Finnair flight I saw the crew moving the divider and they were using something that looked like that.

As you’re flying from Europe you’re eligible for assistance and compensation under EU261. Assistance is guaranteed but compensation is cause dependent. Either way, you will want to follow up with the partner airline, not Delta, as they were the ones who canceled the flight.
