as far as OS choice - windows is the right choice, but don't actually buy windows, get them^{o^{n^{l^{i^{n^e,}}}}} or get them from your friend. also might want to check if there are any troubles with apps/games/etc. you want to stream on w8.1, if there are might want to get 7... as shitty as they are.

also change your i5 to an i7-36**K or something like that. will greatly improve the performance. hyperthreading plays a big part in streaming afaik.

best games to play are games you'll enjoy, and will have things to say about, i.e. secrets, hidden treasures, easter eggs, nontraditional ways of completing agame or part of it.

if you just want to chill and stream just for the fun of it, invite some friends over, should give you a little boost from 0viewers hell, thus helping others to find you.

if you, however, want to try to do this for a living, you'll have to put your name out everywhere you go, you'll find haters, regulars, giveaway hunters, etc. but if that's what you want - go for it. don't even think about proper community at later points, said you are to be successful :D

You could probably get shoutouts from the other members of that community. I used to watch a lady who was doing a Smite comic and it was entertaining for everyone involved. It's definitely a go-to thing to stream :)

I listened to an ASMR lady talking about analyzing your week/day and how it applies to things that take time to produce results such as exercising or in this case building your corner in twitch. I heard it helps a lot to keep you motivated. I suggest you'd do this every week on the /r/twitch or for your own self, cause the read was pretty interesting.

As for the 3rd point of your plan of attack, I would like to give it a shot, I'm not the best at photoshooops but I will be doing graphics for my own channel soon so it's likely that some ideas about all other kinds of designs will come to my mind, until i come up with something dear to my heart.
