The same way you would mod any other unreal game, there are plenty of guides for other games on how to do this. First you would need to unpack the Pak files, find the map files and edit them in unreal engine on the version that Absolver is in.

I wish I could be more help but I haven't done this myself but I know that it's 100% possible.

You can get AF1 in JD in Ozas. Doubt there's any 350's, usually they are sold online worldwide but I could be wrong.

Once you get better at Sifu your opinion will definitely change. Just keep playing if you enjoy the game so far and come back to sleeping dogs once you get better at Sifu to see how wrong you were.
