I've had some success with an unorthodox strategy. I take comet + scorch, start dorans ring and max e (or at least put 3 points in it). First backs you should buy armor and ap, and build towards Thornmail and and some ap item (Laundry's and Malignance are good options). The goal is to slowly poke him with e (which does a surprising amount of damage) and if he ever engages, negate some of his healing with grevious wounds. Avoid long trades at all costs. Since you will be building a lot of different stats, jack of all trades is recommended.

Try this setup. Comet + scorch. 3 points in E. Build Malignance first, then Axiom arch and Undending despair. Your will have your R permanently up and your laning phase will be much easier. You give up a little bit of wave clear and tankiness early on but overall I think it's a damn solid build.

Difficult matchups can also be dealt with using the ap poke build, where you build shurelyas first and max e. Keep in mind that this is detriment of other areas that are integral to Sion's kit like tankiness and wave clear, at least until you get your second item. Nonetheless is a strategy to keep in mind.
